Samsung Galaxy Xcover 2 hands-on: a ruggedized smartphone with Android Jelly Bean onboard (video)

It's gotten a bit drowned out in all the Note 8.0 fanfare, but there's another notable member of Samsung's Galaxy being shown off here at MWC 2013: the Xcover 2. Announced late this past January, the Android Jelly Bean (4.1.2) handset is a 4-inch ruggedized device made for active lifestyles. To that end, it bears IP certification for dust- and water-proofing (up to 30 minutes at a depth of one meter). Understandably, its spec load is modest, with a dual-core 1GHz processor (unspecified), 1GB RAM, 800 x 480 display, 4GB storage (expandable via microSD) and 1,700mAh battery.

Since the Xcover 2's meant to be taken outdoors, its body is rife with notches and grips -- so it won't slip out of your hand. The dimpled plastic back, similar to that on the Galaxy Nexus -- has a wrap-around illusion and can only be pried off by turning the lock at its base. Ports for microSD, SIM and 3.5mm headphone jack are all covered by protective flaps, as you'd imagine.

We couldn't get confirmation on the exact CPU inside the Xcover 2, but take our word for it: performance is sluggish. Effect any of the hard Android navigation keys on the bottom and you'll notice a bit of lag before the OS kicks into action. It's to be expected for a device of this nature -- most users eyeing the Xcover 2 likley aren't keen on top-end specs and high-performance. Samsung still hasn't clarified just where or when we'll be seeing the handset crop up, so stay tuned. In the meanwhile, check out our gallery below and brief video demo after the break.

US stocks bounce back after steep 2-day slide

Strong earnings from big U.S. companies gave stocks a powerful boost Friday, but the markets remained on track for their worst week this year.

Hewlett-Packard had the biggest gain in the Dow Jones industrial average and the Standard & Poor's 500 index. It posted fiscal first-quarter earnings late Thursday that beat all forecasts, a relief after months of bad news for the computer maker. H-P rose $2.33, or 14 percent, to $19.43.

Cabot Oil & Gas Corp. was the S&P 500's second-best performer, jumping a day after reporting earnings that beat analysts' expectations. It rose $5.08, or 9 percent, to $58.94.

American International Group Inc. rose after its fourth-quarter operating results exceeded forecasts. The company's net loss was $4 billion, mainly because of claims related to Superstorm Sandy, in the first full quarter after it finished repaying its $182 billion government bailout. Its stock rose 79 cents, or 2 percent, to $38.07.

The Dow was up 105 points at 13,985 as of 1:50 p.m. Eastern time. The S&P 500 rose 10 to 1,512. The Nasdaq composite index rose 24 to 3,155.

The S&P 500 and Nasdaq are down for the week, while the Dow is roughly flat. The S&P 500 is on track for its first weekly loss of the year.

Bill Stone, chief investment strategist with PNC Wealth Management, said he expects stocks to hold up despite this week's volatility.

"You're going to get bumps and bruises along the way, but we do believe things are actually getting better, so I think there's underlying demand" for stocks, Stone said.

Spooked investors Wednesday sent stocks plunging after minutes from the Federal Reserve's latest policy meeting revealed disagreement at the Fed over how long to keep buying bonds in an effort to boost the economy. The slide continued Thursday. The Dow lost 155 points over those two days.

Many analysts say the Fed's bond-buying and resulting low interest rates have driven this year's stock rally, which lifted indexes to their highest levels since before the 2008 financial crisis.

U.S. stocks followed European stocks higher after a survey of German business optimism rose sharply, adding to evidence that the country will avoid a recession. Germany's economic vitality is crucial for the beleaguered region, offsetting economic contraction in surrounding countries.

"Germany is really the bedrock" of the region's economy, Stone said. "If it gives way, then you have real problems."

France's CAC-40 closed up 2.2 percent, Germany's DAX 1 percent.

Among the other corporate news moving markets:

? Abercrombie & Fitch sank after a key sales metric declined in the all-important holiday quarter. Its stock fell $3.46, or 7 percent, to $45.59.

? WebMD Health Corp. soared after the health website operator reported better-than-expected revenue and an optimistic outlook for 2013. The stock rose $4.41, or 27 percent, to $20.71.

? Texas Instruments Inc. rose strongly after saying it will increase its dividend by one-third and buy back up to $5 billion more of its own stock. TI gained $1.76, or 5 percent, to $34.23.

Ruben Barrales Hired By Republican Pac, GROW Elect, In Effort To Elect More Latinos

A political action committee formed to help elect Latino Republicans to office in California has hired Ruben Barrales, a former White House aide and San Mateo County supervisor, to be its president and chief executive officer.

The group, GROW Elect, said in a prepared statement that Barrales' appointment "is part of an aggressive expansion" of its effort to elect Latino Republicans to local, state and federal offices.

The group last year involved itself mostly in local races and was a relatively small operation, spending less than $150,000. It was funded largely by Charles Munger Jr., a wealthy Republican activist.

HP Readying Android-Based Tablet: Report

HP, which already sells tablets running Windows 8, reportedly is working on a high-end tablet running Google?s Android OS.

Hewlett-Packard, which has a spotty record in mobile devices over the past couple of years, reportedly is looking to adopt Google?s popular Android mobile operating system for tablets and possibly smartphones. Citing unnamed sources ?familiar with the matter,? tech blog ReadWrite wrote Feb. 13 that HP has been working on a high-end tablet since before Thanksgiving, and that the tablet?which would be powered by Nvidia?s new Tegra 4 processor?could be announced ?soon.? HP spokespeople have declined to comment on the report. In addition, the sources said that HP officials also are looking into a smartphone running Android, though it?s unclear how definite that is. HP CEO Meg Whitman told reporters in September 2012 that smartphones were in the embattled company?s future, particularly given the rapid adoption by consumers and business users alike. However, a month later, Whitman reportedly told analysts at the Gartner Symposium IT Expo that HP will not be offering a mobile phone in 2013. HP?s efforts in the mobile device space have been full of fits and starts. Several years ago, the tech giant offered devices running Microsoft?s Windows Mobile operating system. After buying mobile device maker Palm for $1.2 billion in 2010, HP?s focus turned to that company?s webOS platform, with plans to offer a broad range of systems?from smartphones to tablets to PCs?running that operating system. The company in 2011 launched the webOS-based TouchPad, but took it off the market six weeks later due to poor sales in the United States. HP also ditched the idea of webOS-based smartphones. Since then, HP has returned with a couple of devices?the ElitePad 900 G1 tablet and the Envy x2 hybrid laptop and tablet?that run Windows 8. Now the company reportedly is taking a look at Android, which could be a boon not only for HP but also for Google, which could not only use another top-tier vendor selling devices with its operating system inside, but also could leverage HP?s position as the world?s top PC vendor to move Android into that market. It has been the rapidly growing popularity of tablets and smartphones that has hindered HP and other companies with deep ties in the PC market, including Advanced Micro Devices, Intel and Dell. Over the past year, worldwide PC sales have contracted, forcing such vendors to look for ways to reduce their dependency on their PC businesses. HP also has been hampered by other issues, including a high turnover of CEOs over the past couple of years and acquisitions that have ended up costing the company billions of dollars, including Palm, EDS and Autonomy. Whitman has said it will take several years to turnaround HP, which has seen its stock price fall by more than 50 percent over the past couple of years. That turnaround plan also has included slashing 29,000 jobs. Gaining a foothold in the booming mobile device space could help HP, and offering systems on multiple platforms could give it a deeper reach into the market. However, adopting Android also could bring it into tighter competition with such companies as Samsung, which has seen significant success with its Galaxy line of devices. Nvidia introduced its Tegra 4 system-on-a-chip (SoC) in January at the 2013 Consumer Electronics Show. The quad-core chip, based on ARM?s Cortex A-15 design, includes 72 Nvidia GeForce graphics cores. Nvidia is putting the SoC into its Project Shield gaming device, and Toshiba and Vizio reportedly also are readying Tegra 4-power tablets.

Radar Guns Primed For Asteroid Spin Trap

... of the "rotating target" variety?

Back in the '60s I was working on a project involving using synthetic aperture radar to resolve rotating objects (including NON-rotating objects that were orbiting or flying by - giving you a viewpoint from progressively different directions, which is equivalent.)

Reflection of an illuminating "chirp" (long signal with a constant rate-of-change-of-frequency) gives you a return with a frequency shift that tells you the distance to each feature of the target, added to a doppler-shift term telling you how fast it's approaching or receeding. Coherently combining results from a series of chirps lets you separate the two, giving you distance from the unchanging part and cross-range position from the change. Shazam: A two-dimensional map of the object's radar reflectivity, from a viewpoint over the axis of (apparent) rotation. Right-angle inside folds and corners (and some other concave features) retro-reflect like roadside reflectors, too.

We were working on something that could resolve details of a small satellite in orbit, as if you were looking down on it and seeing every corner, fold, and "ding" as if it had a marker light attached. (The project didn't get followed-on and later I figured out why: A picture leaked during the first shuttle flight when they had lost some tiles and were worried about reentry problems: The spooks had a ground-based telescope camera that could read a license plate from that distance. B-b )

Such techniques can resolve objects to amazingly fine detail. Because phase information is preserved the solution is "analytical" - you can resolve far below the wavelength of the illuminating signal. Your resolution limit is more related to the accuracy of your signal data collection and stability of your electronics than illuminating wavelength (actually - frequency breadth of the "chirp").

The basic technique would give you a map as if you were hovering over the object on its axis of (apparent) rotation. You'd have the "northern" and "southern" hemisphere combined - but if the object's (apparent) rotation axis isn't aligned so you're exactly in the plane of its equator, continued observation through more than one rotation would let you separate the two.

Also: You only need ONE antenna, not a long-baseline array of them. The effective "baseline" is the length of the apparent path of the antenna, while it illuminated a given point, as viewed from the surface of the target. This would be FAR larger than the diameter of the earth - essentially the half-circumference of an "orbit" with the distance from the antenna to the target as the radius , i.e. pi * distance to the rock if it makes at least half a turn (from our viewpoint) during the flyby.

This was the sort of thing we could do in the '60s, with rudimentary equipment by today's standards. With half a century of technological advancement I'd expect much better results. B-)

So I hope they're applying this technique, or some improvement of it, to this flyby.

Lovers' hearts beat in sync

Feb. 13, 2013 ? When modern-day crooner Trey Songz sings, "Cause girl, my heart beats for you," in his romantic ballad, "Flatline," his lyrics could be telling a tale that's as much physiological as it is emotional, according to a University of California, Davis, study that found lovers' hearts indeed beat for each other, or at least at the same rate.

Emilio Ferrer, a UC Davis psychology professor who has conducted a series of studies on couples in romantic relationships, found that couples connected to monitors measuring heart rates and respiration get their heart rate in sync, and they breathe in and out at the same intervals.

To collect the data, the researchers conducted a series of exercises, sitting 32 heterosexual couples a few feet away from each other in a quiet, calm room. The couples did not speak or touch.

"We've seen a lot of research that one person in a relationship can experience what the other person is experiencing emotionally, but this study shows they also share experiences at a physiological level," Ferrer said.

The couples, in one of the exercises, were asked to sit across from each other and mimic each other, but still not speak, and researchers collected very similar results.

The researchers also mixed up the data from the couples. When the two individuals were not from the same couple, their hearts did not show synchrony, nor did their breathing closely match.

Additionally, both partners showed similar patterns of heart rate and respiration, but women tended to adjust theirs to their partners more. This was true not only for physiological but for day-to-day emotional experiences as well.

"In other words, we found that women adjust in relationship to their partners," said Jonathan Helm, a UC Davis psychology doctoral student and primary author of the study. "Her heart rate is linked to her partner's. I think it means women have a strong link to their partners -- perhaps more empathy."

Arkansas baseball team picked to win SEC title

FAYETTEVILLE ? The Arkansas baseball team was predicted to win the Southeastern Conference by the league?s coaches Tuesday.

The Razorbacks, who are ranked No. 1 in several preseason polls, return 10 starters and five position players from its 2012 College World Series team. Arkansas received nine of a possible 14 votes as league champions. Coaches were not allowed to vote for their own teams in the preseason poll.

Vanderbilt was second in the preseason poll with three votes, while Kentucky and LSU earned one each.

The Razorbacks also were tabbed as SEC West champs, earning 12 of a possible 14 votes to top LSU and Mississippi State (one vote each). Ole Miss, Texas A&M, Alabama and Auburn were fourth through seventh, respectively, in the SEC West.

Vanderbilt earned 12 of 14 votes to win the SEC East. Florida, Kentucky, South Carolina, Georgia, Tennessee and Missouri, respectively, followed the Commodores in the projected SEC East standings.

Arkansas has won two SEC championships (1994, 2004) since entering the conference in 1992. The Razorbacks will aim for their third title when the 2013 season begins against Western Illinois at 3 p.m. Friday.

When my wife and I were readying our new home for our family to move in, we discovered a nest atop a 7-foot-high light fixture on our back deck, nicely protected under an awning. The robins must have felt it was a safe place to raise their young since we were only there in the evenings and on weekends. It was the second nest we had the privilege to watch: At my in-laws, where we were staying temporarily, seven eggs perched in a low evergreen shrub not far from their front door.

Our daughters, 2 and 4 years old at the time, were entranced with these close-up views of nature. As soon as we?d arrive to work on our new house, I?d take them out back, lift them for a quick peek, and watch as their eyes lit up. Meanwhile, the eggs in the other nest kept disappearing one by one. My elder daughter was initially upset, but this gave me the opportunity to teach her that other animals also need to eat.

It was shocking how fast the robins grew. Each stage in the life cycle was a great learning experience for us, from the time we first observed four blue eggs cradled inside the nest to when we watched each featherless bird, eyes still closed, yawning for food. I remember toward the end how crowded the nest was. And then one at a time they were gone.

I?d never seen a baby bird up close let alone watched that whole process. It was special to share that with my kids.

Mullens, Bobcats end Celtics' win streak 94-91

CHARLOTTE, N.C. (AP) ? All in all, Monday proved to be a painful night for the Boston Celtics.

Not only did the Celtics have their seven-game losing streak snapped at the hands of the NBA's worst team, but they might have suffered yet another costly injury in their 94-91 loss to the Charlotte Bobcats.

Backup guard Leandro Barbosa, who has seen increased playing time since the season-ending injury to Rajon Rondo, injured his left knee late in the third quarter and had to be carried to the locker room by a trainer and teammate.

Coach Doc Rivers said Barbosa will have an MRI on Tuesday.

"It doesn't look great but we'll see," Rivers said.

In the seven games since Rondo's injury Barbosa had averaged nine points while playing an average of 22.5 minutes. The Celtics had won all seven games.

All of that came crashing down Monday night.

This night belonged to Charlotte's unheralded big man, Byron Mullens.

The four-year NBA veteran turned in a career game with 25 points and 18 rebounds as the Bobcats snapped a seven-game losing streak.

The 7-foot Mullens hit 10 of 16 shots from the field, including 4 of 5 from 3-point range. Ramon Sessions had 19 points for the Bobcats, including the go-ahead jumper from 18 feet with 25.7 seconds left. Kemba Walker had 18 points, six assists and six rebounds, and Gerald Henderson chipped in with 16 points.

Mullens was playing his fifth game after missing 19 with an ankle injury.

"It's big time," Walker said of Mullens' effort. "We need that from him. We need that from Byron and he can do it. We know he can do it every night. He is very capable. When he has big games like that, you know, I think that gives us a much better chance."

Mullens said he was more pleased with his rebounding than his scoring "because that is not what I'm known for.

"I just have to show the league and this organization that I can rebound," he said.

Kevin Garnett had 16 points and 13 rebounds for the Celtics, but missed a key 18-footer that would have given Boston the lead late in the game. Paul Pierce and Avery Bradley had chances to send the game into overtime in the final seconds, but missed open 3-pointers.

Jeff Green had 18 points for the Celtics and Pierce finished with 13 points, eight assists and eight rebounds.

"We had a win streak going and we had momentum going," Celtics guard Courtney Lee said. "We wanted finish out the rest of these games going into the (All-Star) break. So it's definitely a letdown. This one hurts more because we had the lead with one minute to go."

It was a back-and-forth game throughout.

After Henderson gave the Bobcats an 85-84 lead with 3:58 remaining, Jason Terry made a 3 from the wing and Garnett followed with a turnaround jumper in the lane to push the Boston lead to four.

It appeared as though the Bobcats were on their way to another fourth quarter collapse.

But trailing by four, Henderson hit a 3-point with 1:01 left. After Bradley missed an open jumper, Sessions came free off a screen and knocked down an 18-footer to give the Bobcats the lead with 25.7 seconds remaining.

The Celtics called timeout but Garnett missed from the left wing. Mullens grabbed his 18th rebound and the Walker made a pair of key free throws to give the Bobcats a three-point lead with 14.8 seconds left.

Boston set up an inbounds play and Pierce got an open look but missed. He grabbed his own rebound and dished out to the wing for Bradley, but he missed a 3 as time expired.

Boston's loss came after a triple overtime win against Denver on Thursday night, but the Celtics refused to use fatigue as an excuse.

"We put that one behind us," Green said.

As he'd planned to do before the game, Rivers went deep into his bench in the first half with 10 players seeing at least 10 minutes of action.

The Bobcats battled back in the third quarter behind 12 points from Mullens to take a 75-72 lead into the fourth. Mullens, who scored Charlotte's first 10 points of the game, did most of his damage from outside, knocking down 3-pointers and turnaround jumpers, showing great touch for a big man.

"Byron was as good as you can get in the NBA statistically in many ways," Bobcats coach Mike Dunlap said. "He's still young. He's growing. ... He's a different player because he was able to take a res. He's got live legs and he's able to see the game."

NOTES: Pierce scored in double figures for the 50th game this season. ... Bobcats center Bismack Biyombo was a force inside on the defensive end blocking four shots and grabbing seven defensive rebounds.

New England digging out after epic snow

PROVIDENCE, R.I. (AP) ? New Englanders began the back-breaking job of digging out from as much as 3 feet of snow Saturday and emergency crews used snowmobiles to reach shivering motorists stranded overnight on New York's Long Island after a howling storm swept through the Northeast.

About 510,000 homes and businesses remained without power late Saturday night, down from a total of about 650,000, and some could be cold and dark for days. Roads across the New York-to-Boston corridor of roughly 25 million people were impassable. Cars were entombed by drifts. Some people found the wet, heavy snow packed so high against their homes they couldn't get their doors open.

"It's like lifting cement. They say it's 2 feet, but I think it's more like 3 feet," said Michael Levesque, who was shoveling snow in Quincy, Mass., for a landscaping company.

In Providence, where the drifts were 5 feet high and telephone lines encrusted with ice and snow drooped under the weight, Jason Harrison labored for nearly three hours to clear his blocked driveway and front walk and still had more work to do. His snowblower, he said, "has already paid for itself."

At least five deaths in the U.S. were blamed on the overnight snowstorm, including an 11-year-old boy in Boston who was overcome by carbon monoxide as he sat in a running car to keep warm while his father shoveled Saturday morning.

Rhode Island Gov. Lincoln Chafee cautioned that while the snow had stopped, the danger hadn't passed: "People need to take this storm seriously, even after it's over. If you have any kind of heart condition, be careful with the shoveling."

Blowing with hurricane-force winds of more than 80 mph in places, the storm hit hard along the heavily populated Interstate 95 corridor between New York City and Maine. Milford., Conn., got 38 inches of snow, and Portland, Maine, recorded 31.9, shattering a 1979 record. Several communities in New York and across New England got more than 2 feet.

Still, the storm was not as bad as some of the forecasts led many to fear, and not as dire as the Blizzard of '78, used by longtime New Englanders as the benchmark by which all other winter storms are measured.

By midday Saturday, the National Weather Service reported preliminary snowfall totals of 24.9 inches in Boston, or fifth on the city's all-time list. Bradley Airport near Hartford, Conn., got 22 inches, for the No. 2 spot in the record books there.

Concord, N.H., got 24 inches of snow, the second-highest amount on record and a few inches short of the reading from the great Blizzard of 1888.

In New York, where Central Park recorded 11 inches, not even enough to make the Top 10 list, Mayor Michael Bloomberg said the city "dodged a bullet" and its streets were "in great shape." The three major airports ? LaGuardia, Kennedy and Newark, N.J. ? were up and running by late morning after shutting down the evening before.

Most of the power outages were in Massachusetts, where more than 400,000 homes and businesses were left in the dark. Hours before midnight Saturday, about 344,000 customers remained without power. In Rhode Island, a peak of around 180,000 customers lost power, or about one-third of the state. Late night, the total was down to 130,000.

Connecticut crews had slowly whittled down the outage total to 31,000 from a high of about 38,000, and power was restored to nearly all of the more than 15,000 in Maine and New Hampshire who were left without lights after the storm hit.

Massachusetts, Connecticut and Rhode Island imposed travel bans until 4 p.m. to keep cars off the road and let plows do their work, and the National Guard helped clear highways in Connecticut, where more than 240 auto accidents were reported. The Guardsmen rescued about 90 motorists, including a few who had hypothermia and were taken to hospitals.

On Long Island, which got more than 2? feet of snow, hundreds of drivers spent a cold and scary night stuck on the highways. Even snowplows got bogged down or were blocked by stuck cars, so emergency workers used snowmobiles to try to reach motorists, many of whom were still waiting to be rescued hours after the snow had stopped.

One of those who was rescued, Priscilla Arena, prayed as she waited, took out a sheet of loose-leaf paper and wrote what she thought might be her last words to her husband and children, ages 5 and 9. Among her advice: "Remember all the things that mommy taught you. Never say you hate someone you love."

Richard Ebbrecht, a chiropractor, left his office in Brooklyn at 3 p.m. on Friday and headed for home in Middle Island, N.Y., but got stuck six or seven times on the Long Island Expressway and other roads.

"There was a bunch of us Long Islanders. We were all helping each other, shoveling, pushing," he said. He finally gave up and settled in for the night in his car just two miles from his destination. At 8 a.m., when it was light out, he walked home.

"I could run my car and keep the heat on and listen to the radio a little bit," he said. "It was very icy under my car. That's why my car is still there."

Around the New York metropolitan area, many victims of Superstorm Sandy were mercifully spared another round of flooding, property damage and power failures.

"I was very lucky and I never even lost power," said Susan Kelly of Bayville. "We were dry as anything. My new roof was fantastic. Other than digging out, this storm was a nice storm." As for the shoveling, "I got two hours of exercise."

At New York's Fashion Week, women tottered on 4-inch heels through the snow to get to the tents to see designers' newest collections.

Across much of New England, streets were empty of cars and dotted instead with children who had never seen so much snow and were jumping into snow banks and making forts. Snow was waist-high in the streets of Boston. Plows made some thoroughfares passable but piled even more snow on cars parked on the city's narrow streets.

Boston's Logan Airport was not expected to resume operations until late Saturday night.

Life went on as usual for some. In Portland, Karen Willis Beal got her dream wedding on Saturday ? complete with a snowstorm just like the one that hit before her parents married in December 1970.

"I have always wanted a snowstorm for my wedding, and my wish has come true to the max," she said.

In Massachusetts, the National Guard and Worcester emergency workers teamed up to deliver a baby at the height of the storm at the family's home. Everyone was fine.

Some spots in Massachusetts had to be evacuated because of coastal flooding, including Salisbury Beach, where around 40 people were ordered out.

Among them were Ed and Nancy Bemis, who heard waves crashing and rolling underneath their home, which sits on stilts. At one point, Ed Bemis went outside to take pictures, and a wave came up, blew out their door and knocked down his wife.

"The objects were flying everywhere. If you went in there, it looks like ... two big guys got in a big, big fight. It tore the doors right off their hinges. It's a mess," he said.

France, Britain promise punishment in horsemeat scandal

PARIS/LONDON (Reuters) - The French and British governments promised on Saturday to punish those found responsible for selling horsemeat in beef products at the heart of a growing scandal that started in Britain but is quickly spreading to France.

French Consumer Affairs Minister Benoit Hamon said an investigation had found that the horsemeat had originated in Romania, although there were links with French, Dutch and Cypriot firms and a factory in Luxembourg.

British environment minister Owen Paterson said more cases of contaminated food could emerge as British retailers conducted tests for horsemeat on processed beef products. The scandal threatens to affect consumer confidence in Europe's giant food industry, with pressure rising for greater checks.

The British unit of frozen foods group Findus began a recall this week of its beef lasagne from retailers on advice from its French supplier, Comigel, over concerns that some packs contained high levels of horsemeat.

Findus France said it too had recalled lasagne and two other products after discovering that they included horsemeat from Romania rather than beef from France as it had thought.

Hamon said an EU-wide alert had been sent out and that it was not yet clear whether there had been an intentional fraud or the meat had been sold as beef by accident.

"I can assure you that, whether it's a question of negligence or direct responsibility, there will be sanctions," Hamon said on iTele television.

LEGAL COMPLAINT

Findus France Director General Matthieu Lambeaux said in a statement the company would file a legal complaint on Monday.

"We thought we had certified French beef in our products. But in reality, we were supplied with Romanian horsemeat. We have been deceived," Lambeaux said.

Hamon said a Luxembourg factory had been supplied by the French firm Poujol, which had bought the meat frozen from a Cypriot trader, who in turn sub-contracted the order to a Dutch trader supplied by a Romanian abattoir.

However, Findus's supplier Comigel, a frozen foods producer based in eastern France, told a newspaper it had bought the meat from another French company, supplied from a Romanian abattoir.

Romanian authorities said they would punish any violations if the reports were confirmed.

"The agriculture ministry and food safety authority will try to identify as soon as possible whether the (meat) comes from Romania. If legislation was broken, they will punish such practices that damage the image of the entire industry," Romania's agriculture ministry said.

In Britain Findus said it believed the contamination was deliberate.

"The early results from Findus UK's internal investigation strongly suggests that the horsemeat contamination in beef lasagne was not accidental," it said.

Findus's product recall was followed in Britain by supermarket chain Aldi, which withdrew two frozen beef products supplied by Comigel after they tested positive for horsemeat.

Paterson summoned Britain's leading food retailers and representatives of food processors to an emergency meeting at his office in London on Saturday to discuss the crisis.

He said participants were determined to get to the bottom of a scandal which he said was either caused by "gross incompetence or what I suspect is an international criminal conspiracy".

Britain's government is under pressure to appear on top of the scandal, which comes less than a month after supermarket chain Tesco and fast food outlet Burger King found horsemeat in beef burgers from an Irish supplier.

Britons generally do not eat horsemeat, regarding its consumption as a quirk of French appetites. However, the meat has also fallen out of favour with consumers in France.

Jackpot! Vegas attracted record number of visitors in 2012

Sin City cashed in last year with a record 39.7 million visitors, and tourism officials are optimistic that the mark won?t stand for long.

About 500,000 more people visited Las Vegas in 2012 than in 2007, the previous record-setting year, according to figures released Friday by the Las Vegas Convention and Visitors Authority (LVCVA). The record visitation translated into more than $40 billion for the local economy, the organization said.

The increase was brought about by ?a combination of the economy getting marginally better and room rates remaining very low,? said Anthony Curtis, president of LasVegasAdvisor.com, an online newsletter. ?Room rates are still below the figures from four years ago.?

Breaking 40 million
?Las Vegas is well positioned for continued growth in 2013 and on the threshold of hosting more than 40 million visitors,? Rossi Ralenkotter, LVCVA?s president and CEO, said in a statement.

Visitors can expect some new attractions, the most noteworthy being Caesars Entertainment?s $550 milion Linq retail/entertainment project, expected to open late this year.

But Curtis said the city has two things going for it: sizzle and value.

He defines sizzle as young people visiting for the clubs, pools, etc. ?That?s not going away.?

And Vegas remains a value bet. Visitors can stay in rooms that can be two or three times more in other locations, Curtis said.

He also expects more than 40 million visitors next year, barring another economic disaster. But will they spend?

?More people are coming, but they?re spending less,? he said. ?They?re still hoarding. They?re still keeping their cash close to their vest.?

NASA to launch powerful new Earth-watching satellite

NASA is gearing up for the Monday (Feb. 11) launch of an Earth-observation satellite that will continue a celebrated 40-year project to monitor our planet's surface from space.

The Landsat Data Continuity Mission is slated to blast off Monday at 1:02 p.m. EST (1802 GMT/10:02 a.m. PST) from Vandenberg Air Force Base in California. The LDCM satellite is the eighth overall in the Landsat program, which has been scrutinizing Earth from orbit continuously since Landsat 1 launched in 1972.

Mission team members call LDCM the most advanced and capable Landsat spacecraft ever built. It should help the United States and other nations around the world monitor environmental change and better manage their natural resources, they say.

"LDCM will continue to describe the human impact on Earth and the impact of Earth on humanity, which is vital for accommodating seven billion people on our planet," LDCM project manager Ken Schwer, of NASA's Goddard Space Flight Center in Greenbelt, Md., told reporters today (Feb. 8) during a prelaunch press briefing. The $855 million LDCM mission is a collaboration between NASA and the United States Geological Survey, which will take over operations after the spacecraft's launch and initial checkouts. At that point, the satellite will be renamed Landsat 8.

Landsat 8 will zip around the Earth at an altitude of 438 miles (705 kilometers), using two sensors to study the planet's surface in the visible and infrared portions of the electromagnetic spectrum.

The SUV-size satellite will achieve full Earth coverage every 16 days, though its work will lower this to once per eight days for the program overall. That's because Landsat 8 will fly eight days behind Landsat 7, which launched in 1999 and recently became the only currently operational Landsat spacecraft. (Landsat 5 retired?recently after 29 years of service).

Landsat 8's observations will have a broad range of applications, from illuminating the impacts of climate change to monitoring agricultural output to helping authorities respond to natural disasters, scientists said.

"Landsat data is a global resource, empowering nations to individually monitor and report," said Mike Wulder of the Canadian Forest Service in Victoria, British Columbia. "Further, Landsat data allows us to see what the world looks like, and how it has changed over time."

The weather should be good at Vandenberg during Monday's launch window, officials said, but it hasn't been cooperating today. The mission team wanted to perform some ordnance connections on LDCM's launch vehicle, a United Launch Alliance Atlas 5 rocket, earlier today but were unable to do so because of the threat of lightning.

"We've got to be able to get that work done," said NASA launch director Omar Baez. "If we don't, then we'll have to reassess the schedule. But it's too early to tell."

NEW YORK (AP) ? Sometimes, the devil is in the deals.

Americans shopped the winter clearance racks in January, resulting in strong sales during the month for retailers. But spending is expected to slow as the deals dry up, and as Americans begin to digest rising gas prices and a 2 percent payroll tax hike that started in January.

Noelle Perillo, 34, was certainly lured in by deals last month ? she spent $100 on discounted holiday ornaments, home items and clothes for her toddler son ? but she also says she may cut back going forward.

"I have what I need, and I am kind of shopped out. I'm set for now," says Perillo, a freelance public relations consultant who lives in Silver Springs, Md. "When I hear things like gas prices spiking, that's a concern."

Overall, 20 retailers reported on Thursday that revenue at stores opened at least a year ? an indicator of a store's health ? rose an average of 5.1 percent, according to the International Council of Shopping Centers. That's above the trade group's 3 percent estimate. It also marks the highest reading since last August when the figure was up 6 percent.

A group representing just about 13 percent of the $2.4 trillion U.S. retail industry report monthly revenue. Still, the data offers a snapshot of consumer spending, which has been heavily influenced by discounts during the economic downturn.

Retailers had already discounted heavily during the holiday season to get people to buy. January, which typically is the time when stores have clearance sales on winter merchandise to make room for spring items, caused them to slash prices even more.

But once the clearance goods disappeared last month, so did shoppers. Analysts say the absence of big discounts ? coupled with the higher payroll tax and gas prices that have risen for the past 20 days ? caused sales to taper off in the last week or so of the month. Such pressures also hurt consumer confidence last month, which fell to the lowest reading in 14 months, according to the Conference Board.

Cato Corp., which sells moderately-priced women's and girls' clothing, said sales worsened throughout the month because of delays in shoppers' tax refunds and the hit to their income from higher payroll taxes. As a result, the company, which runs about 1,300 stores in the U.S., said revenue dropped 12 percent in January.

"Sales at the beginning of the month were in line with our year-to-date-trend," John Cato, Cato's CEO, said in a statement. "However sales at the end of the month were significantly worse than trend. We think this was primarily due to the timing of tax refunds and the effect of higher payroll taxes."

Overall, January was good for most retailers, though.

Macy's, which runs Bloomingdale's and Macy's stores, said revenue rose 11.7 percent in January, nearly doubling the 6.4 percent increase analysts polled by Thomson Reuters had expected. And the retailer raised its fourth-quarter adjusted earnings forecast due to its strong performance in January.

Gap Inc., the owner of the Gap, Old Navy and Banana Republic chains that has struggled to regain its relevance, said its January revenue rose 8 percent on strength in its North American stores. That's above the increase of 4 percent Wall Street expected.

Meanwhile, Target Corp., a discounter that sells everything from clothes to home goods to groceries, reported a solid 3.1 percent increase in revenue, helped by strong sales of clearance items. That beat the 1.7 percent estimate from Wall Street.

Despite the strong showing, Gregg Steinhafel, Target's CEO, said its customers "continue to shop with discipline in the face of a slow economic recovery and new pressures, including recent payroll tax increases."

As a result, Steinhafel said Target remains "focused on providing unbeatable value combined with a superior guest experience in both our stores and digital channels."

Going forward, analysts say that retailers may have a tough time luring in shoppers.

"Consumers were shopping and hunting for those clearance items," said Michael Niemira, chief economist at the ICSC, the trade group. "Despite the strong reading, January may be one of the highest points of the year."

Snowstorm hits NYC, Boston; 1 to 3 feet feared

BOSTON (AP) ? A storm that forecasters warned could be a blizzard for the history books, with a potential for up to 3 feet of snow, clobbered the New York-to-Boston corridor on Friday, grounding flights, sending office workers home early and knocking out power to half a million customers across the Northeast.

By Friday night, more than 18.5 inches of snow had fallen in parts of central Connecticut, and more than 16 inches covered parts of Mansfield, Mass., a half-hour drive southwest of Boston. Throughout the Northeast, more than 500,000 homes and businesses lost electricity as wet, heavy snow, freezing rain and howling winds caused havoc.

Earlier, as meteorologists warned of the impending blizzard conditions, shoppers from New Jersey to Maine crowded into supermarkets and hardware stores to buy food, snow shovels, flashlights and generators, something that became a precious commodity after Superstorm Sandy in October. Others gassed up their cars, another lesson learned all too well after Sandy. Across much of New England, schools closed well ahead of the first snowflakes.

"This is a storm of major proportions," Boston Mayor Thomas Menino said. "Stay off the roads. Stay home."

The wind-whipped snowstorm mercifully arrived at the start of a weekend, which meant fewer cars on the road and extra time for sanitation crews to clear the mess before commuters in the New York-to-Boston region of roughly 25 million people have to go back to work. But it could also mean a weekend cooped up indoors.

Rainy Neves, a mother of two in Cambridge, just west of Boston, did some last-minute shopping at a grocery store, filling her cart to the brim.

"Honestly, a lot of junk ? a lot of quick things you can make just in case lights go out, a lot of snacks to keep the kids busy while they'd be inside during the storm, things to sip with my friends, things for movies," she said. "Just a whole bunch of things to keep us entertained."

In heavily Catholic Boston, the archdiocese urged parishioners to be prudent about attending Sunday Mass and reminded them that, under church law, the obligation "does not apply when there is grave difficulty in fulfilling this obligation."

Halfway through what had been a mild winter across the Northeast, blizzard warnings were posted from parts of New Jersey to Maine. The National Weather Service said Boston could get close to 3 feet of snow by Saturday evening, while most of Rhode Island could receive more than 2 feet, most of it falling overnight Friday into Saturday. Connecticut was bracing for 2 feet, and New York City was expecting as much as 14 inches. East of New York City, nearly a foot of snow had fallen before midnight Friday.

Early snowfall was blamed for a 19-car pileup in Cumberland, Maine, that caused minor injuries. Most of the region's power outages were in Massachusetts and Rhode Island.

Forecasters said wind gusts up to 75 mph could cause more widespread power outages and whip the snow into fearsome drifts. Flooding was expected along coastal areas still recovering from Superstorm Sandy, which hit New York and New Jersey the hardest and is considered Jersey's worst natural disaster.

Meteorologist Jeff Masters, of Weather Underground, said the winter storm was a collision of two storms and may end up among the Boston area's Top 5 most intense ever.

"When you add two respectable storms together, you're going to get a knockout punch with this one," he said.

It could break Boston's all-time snowstorm record of 27.6 inches, set in 2003, forecasters said. The storm also comes almost 35 years to the day after the Blizzard of '78, a ferocious storm that dropped 27 inches of snow, packed hurricane-force winds and claimed dozens of lives.

Masters said the region could get a break from warmer air trailing behind that is expected to push temperature up to the 40s by Monday.

"It's going to be not that difficult to dig out, compared to maybe some other nor'easters in the past, where it stayed cold after the storm went through," he said.

Drivers were urged to stay off the streets lest their cars get stuck, preventing snowplows and emergency vehicles from getting through. New York City ran extra commuter trains to help people get home before the brunt of the storm hit.

Amtrak stopped running trains in cities around the Northeast on Friday afternoon. Airlines canceled more than 4,300 flights through Saturday, and New York City's three major airports and Boston's Logan Airport shut down.

Interstate 95 was closed to all but essential traffic in Rhode Island, where the governor said power outages remained the biggest threat.

"With tree branches laden with heavy, wet snow, the winds picking up and the temperatures plunging all at the same time, it's a bad combination," Gov. Lincoln Chafee said.

In Massachusetts, Gov. Deval Patrick enacted a statewide driving ban for the first time since the Blizzard of '78. Hours before the ban went into effect at 4 p.m., long lines formed at gas stations, some of which were almost out of fuel.

James Stone said he was saving the remaining regular gas at his station in Abington, south of Boston, for snowplow drivers.

"It hasn't snowed like this in two years," Stone said. "Most people are caught way off-guard."

In New York, Fashion Week, a series of designer showings with some activities held under tents, went on mostly as scheduled, though organizers put on additional crews to deal with the snow and ice, turned up the heat and fortified the tents. The snow did require some wardrobe changes: Designer Michael Kors was forced to arrive at the Project Runway show in Uggs.

For Joe DeMartino, of Fairfield, Conn., being overprepared was impossible: His wife was expecting their first baby Sunday. He stocked up on gas and food, got firewood ready and was installing a baby seat in the car. The couple also packed for the hospital.

"They say that things should clear up by Sunday. We're hoping that they're right," he said.

Said his wife, Michelle: "It adds an element of excitement."

The snow was too much of a good thing in some places. In New Hampshire, the University of Connecticut's Skiing Carnival was canceled because of the snowstorm. In Maine, the National Toboggan Championships in Camden were postponed from Saturday to Sunday, and the Camp Sunshine Polar Plunge was put off until March.

At Rosie's Liquors in Abington, customers were lined up eight to 10 deep Friday, snapping up rum, wine and 30-packs of beer.

"We've been absolutely slammed. It's almost been like Christmas here," manager Kristen Brown said. "A lot of people are saying, 'I'm going to be stuck with my family all weekend. I need something to do.'"
